The amount of card selection here is not bad for two mana, and the flexibility of being able to just name a card in your hand if you dont like the cards you scry means youre nearly guaranteed to get that value
If the target permanent is an illegal target by the time Feed the Swarm tries to resolve, the spell doesn't resolve
