Like most Pokmon cards, the value of Cinderace V depends on a few consistent factors: its rarity, the printing and finish (regular or foil), its physical condition, and the set it was printed in (Rebel Clash)
If a conspiracy doesnt work with the rest of your deck, you can just have it remain in your drafted card pool
I love it when cards have the full-card holographic pattern like this, so when I learned about this Charizard, I had to find it on eBay (thankfully that was a long time ago and it was cheap haha)
In game, Blade of the Swarms will let you either "Put +1/+1 counters on this creature." or "Put target exiled card with warp on the bottom of its owner's library." Both options could be good in a pinch
Or to be more specific, much of the deck is made up of DFCs that have lands on their backs, to enable Charbelcher's instant kill
In isolation, its a one-shot way to make a tempo swing that doesnt burn through your entire yard
