In Commander I'm much more likely to care about abilities that are abusable, and Riot isn't particularly easy to abuse
Its most obviously great with Delve, but there are just so many cards it sets up any of the Zombify effects, Returned to the Ranks, Ojutais Command, Alesha, Who Smiles at Death, Rally the Ancestors, Whip of Erebos, etc
Bounces your value dwarves in Depala, too
Consider this decklist from Regionals: Jund, Phillip Stanley (SCG Regionals Albany, 1st Place) Jund has long been characterized as a pile of good cards
"We've been looking for a place to put Transformers, and in a world full of giant mechs and sweet artifacts, it made sense." The former allows players to cast them on the backside for an alternate cost while the latter makes all Transformers in vehicle mode also count as a create and does not require it to be crewed
Shalai and Hallar turns +1/+1 counters into damage, and this deck is full of ways to put them on creatures and overwhelm your opponents
