2013-06-07 Once you decide to replace a draw using a cards dredge ability, that card cant be removed from your graveyard in response. (Replacement effects dont use the stack.) 2013-06-07 You cant use dredge unless youre going to draw a card and the card with dredge is already in your graveyard
As mentioned, it being an exile turns off so many strategies, and being able all of the most common permanent types, bar lands, means it's an emergency button that ultimately slows games back down to a crawl
You exile cards and put +1/+1 counters on Pako all while Pako's last ability is resolving
Each player exiles all creature cards from their graveyard, then sacrifices all creatures they control, then puts all cards they exiled this way into the battlefield
