The Island and Mountain are both perfectly fine lands, but Quick Draw can probably get away with 36 lands given its mana curve and how many cards will help churn through the deck by drawing
Scute Swarm I haven't played with Scute Swarm yet but my initial reaction is, "this was a mistake." The card itself is very good: it's trivial to get to 6+ lands in Green and start triggering Scute Swarm like crazy, and since it grows exponentially the numbers become essentially infinite very quick
This is solid by itself, but he is also not too vulnerable to spot removal because every time you play a vampire spell, you create a 1/1 vampire
