But as the format settles, it seems like Narset, Parter of Veils has a role to play in blue midrange decks as both a semi-suspended Dig Through Time (as the second Impulse comes around after a turn) that also harms other blue decks ability to execute their gameplan
Since blue had a disproportionate number of evasion creatures compared to the other colors in a block filled with very low-powered cards, Coastal Piracy allowed the blue mage to draw multiple cards a turn in the hopes of keeping up with the white mage and his ever-growing arsenal of tutored rebels
Being this large for this price at the time was an outstanding deal, even if nowadays it doesn't look like much, and the bonus life points were like adding insult to injury, causing players to wince looking at their hand that little bit more and do it again when you cast additional black spells
