I used to run a ton of them back when the deck was tribal soldiers, but have since cut down to only my favorites I've also stolen many games with Decree of Justice

Reasons: the set is primarily driven by nostalgia for specific iconic cards rather than completeness for its own sake, and reverse holo demand for Evolutions is modest outside the Charizard cards

A common means of averting this is to give main characters additional cards, which often serve to put them on par with the new stuff

Raging Bolt ex was not a great strategy during the "Temporal Forces" format, but this deck became a threat when Teal Mask Ogerpon was released, making the strategy able to consistently get more energy on the board while also drawing cards

However, both Philoctetes, No-Nonsense Instructor and Ling, Imperial Soldier are obvious core cards for any kind of Hero-focused Steel deck
