Unlike some of its legendary or mythical counterparts, Leafeon has carved out a niche in the Pokmon ecosystem more through its aesthetic and thematic appeal than sheer power
While this would be questionable in any other tournament if it went explicitly against what the release notes say, I personally wouldn't mind for a set like this, and I think most players partaking in tournaments like that would expect a less serious athmosphere from the beginning, and/or are enjoying more crazyness
(If a permanent with a stun counter would become untapped, remove one from it instead.) The enters-the-battlefield ability can target an artifact or creature that's already tapped
