As for Atarka she maybe a little too powerful in dragon deck maybe make focus on creature with power four or greater since temur like those (a minor improvement since like 97% of dragons are 4 or higher) and instead of counters make it a firebreathing effect?, instead of just creatures maybe something like this "Whenever you draw a card dragons you control gain +1/+0 until the end of the turn" "Whenever a creature with power four or greater enters the battlefield under your control draw a card than discard a card, if this creature was cast from your hand instead Scry 1 and Draw a card" this way if you cheat a monster onto the field you still get the draw but you have to discard, but if you cast it from your hand it rewards you with more utility (you have blue use more of it)
