If you just do a bunch of nothing on your first three turns and hope to cast some exotic six drop off the back of this on turn four and not just be totally and completely already dead then you are perhaps too full of optimism
The amount that works for you heavily depends on the size of your collection, your preferences for power-levels, your common playgroups, and mostly how often you get to play Commander
For example, if the target historic permanent card is an artifact card (but not a creature card) and you control March of the Machines ("Each noncreature artifact is an artifact creature with power and toughness each equal to its mana value."), it will enter with two additional +1/+1 counters on it because it will be a creature on the battlefield
