It can be hit or miss since it wont hit your opposing permanents and every Magic set seems to spit out new utility legends, but you dont need to bounce too many permanents for this card to be worth 4 mana
For just 1 mana, it can copy activated or triggered abilities from other legendary sources
Now we've pointed to that cause, there's not too much clever analysis left to do, except to sigh wistfully and imagine how sweet it would be to have heavily bought up Obeka cards when the MTG Outlaws of Thunder Junction commander was first revealed
