You can sacrifice it to cheat an enchantment into play, and there are lots of interesting targets
The player must spend time and effort evolving it, which isnt worth it in most META Water-Type decks
Cloudblazer lacks the versatility of evoke, but I find both work in the same shells as powerful card advantage engines that require only a little effort to enable
Also, Jace, Mirror Mage is a lie: it doesnt cost three mana, it costs five
