This is normally the situation where the control player will play a speed bump like a Wall of Omens, that not only encourages the opponent to play more creatures, but also doesn't represent card disadvantage when it dies in the future

Even though most Commander decks run some amount of artifact-based ramp, Hokoris ability to shut down lands just drags the game down to a halt while they set up with their Ghostly Prison and Windborn Muse and Leyline of Sanctity, and then sit back on their laurels and dont win the game
