Although she isnt an Angel herself shes a Human Cleric her attack trigger drops Angels straight onto the battlefield, and its the same reason shes regularly mentioned with the best Dragon commanders in MTG , since she also cheats Dragons (and Demons) into play without paying full costs
I see the -3 ability as more of an emergency punch-out than something youll use regularly
