Either way, its a flexible, useful card to have on hand - especially in your starting hand - and present a problem to your opponents from the word go
Kels origins were in asking, what about a sacrifice commander, someone you can build a pack around? Nocturnal Feeder This workhorse features in all four variants of the Minions packs, a basic card thats there to be sacrificed to enable your more powerful cards, like Kels, while dealing damage to your opponent and restoring your own life
Then you can spend 2 mana to exile a card from a graveyard so it's graveyard answers, and if you exiled Dinosaurs you own, you can cast them from exile with a finality counter on them
(This is hypothetical, and not my actual opinion.) In this case, I'd also start my draft planning to go for Jeskai Tempo
Dragon Fire I hate to say it, but the inclusion of good 'ol Dragon Fire in this decklist takes it up a full tier on the power chart
All in all, the perfect general for a budget deck and scary efficient even in normal Commander land
