This issue reminds me of a superhero card game I used to play called VS System where you drew two cards per turn to help make up for the fact that one card per turn would be turned into a resource
Dwarven Pony, although not very efficient, is at least usable

I could also see this card working very well in Angel decks that make use of Divine Visitation thanks to the ease at which it makes tokens
