The stats of 5/5 with wither is already quite good, and the shrinking of opponents creatures is massive

Inefficient, but if you cant afford the good tutors or can and are using busted black fast mana in your cEDH K'rrik, Son of Yawgmoth monster, Dimir House Guard does the work

Also, note that there are tons of great card-draw in White that's not here like Sage's Reverie, Stone Haven Outfitter, Lady of Laughter and the legendary Faramir, Field Commander that have various triggers either ETB or over time when something happens.
