I do like the restriction for the copy ability, but mono-blue as access to so many cantrips, I dont think it really matters
The card can completely turn the tide of a late-game stale-mate by granting massive stat boosts and extra lore-gathering potential to lesser allies
There isnt much to be said about a turn one Thoughtseize that Reid Duke hasnt said already
With the new world order pushing the power level of creatures, planeswalkers, and threats in general so hard in the last five years, getting ahead on mana and on the board is critically important, and not much does that better than a turn one mana creature
It's particularly good due to its Buyback cost (even if that cost is a tad steep)
And even then, age and scarcity aren't a guarantee of value - you can buy that Charizard card everyone chases for less than $200 on eBay
