Im a huge fan of two-card-combos like this that can exist in fair decks (unban [Card]Splinter Twin[/Card]), and I think this combo will likely see play in Pioneer
In general, modal spells and modal abilities on permanents either need to have a mode thats too cheap for the flexibility or be so ubiquitously useful in every game state (Abrade) to be worth including in a deck, and Warren Warleader has neither attribute
Essentially, this card lets you enchant and tap a land to counter a land destruction spell that targets you
Alternatively, you can cast this in the early part of one of your turns if you suspect that an opponent has a Counterspell for a wincon youre planning on playing
For 1 mana you can give a creature -1/-1 equal to the number of swamps you control
