Generally speaking, card draw in Magic works the same as in any other card game, be it a TCG or classics like poker or bridge: To draw a card, you take the topmost card from your library and put it in your hand
But it seems like there's also a clearly distinct variant of the deck that seeks to push the new crime mechanic as far as humanly possible
The card is played by having a creature you control climb onto the card (which is probably supposed to mean that you place the creature on top of the card itself), and then "slide them on their merry way"
You could also use token generation and pump effects to overwhelm your opponent
Other effects in MTG change the texts of spells on the stack or permanents on the battlefield
One great thing about the card disadvantage Mox in these lists is that you are able to gain so much value out of cheating in a fatty that you are pretty happy to give up cards to get there in the form of Vampiric Tutor, Faithless Looting, the Mox etc
