Like most Pokmon cards, the value of Lugia depends on a few consistent factors: its rarity, the printing and finish (regular or foil), its physical condition, and the set it was printed in (Fates Collide)
Each new season of the anime brings in more cards to the game, and many arcs introduced entire new mechanics like Synchro Summoning and Pendulum Summoning
These can be used for creating decks to battle with (more on that shortly) where having more than one of a certain card is often essential for success
This is more obvious in the anime, when once joined with a monster the "absorbed" monster's head is placed on the chest of this card, and this card's design alters to gain several more of the traits normally associated with GaoGaiGar (such as squared lower legs, thicker upper arms/legs, and prongs on either side of the head)
While print runs arent available, we can judge relative rarity by exploring which desirable cards show up in more than one deck and which do not
