What makes it so good is that it gets across what the Pokmon is (a carp-like creature) and that there is something special about it (its a king after all)

Im not sure what deck will be the most played, but I suspect Izzet Phoenix and Hardened Scales both have a good chance of being more played than Mono-Green Devotion
