This can grab the best card in your deck, but spending 3 mana and 3 life to grab that card isn't worth it in Limited

This said, both cards are currently banned in Legacy, and they are both brokenly powerful on their face, so my guess would be that they were simply too good for Standard, rather than being part of a specific oppressive combo

So while Prisoner's Dilemma sounds benign, this Murders at Karlov Manor Commander card really is more of a punisher card
