Damage counters dont go away when a Pokmon evolves
Id wager that each point of Afterlife is worth ~0.75 mana (see this article for more info on how much other abilities cost), so Orzhov Racketeers could theoretically be a 4/4 or even a 5/4 insteadwhich is fine, but probably going to trade down in combat
Oviya does something very similar, allowing the player to put a creature or artifact onto the battlefield from their hand for the low cost of a single green mana, and subsequently gives any artifacts put onto the battlefield this way two +1/+1 counters
