Restricted is only a thing in Vintage, and means you can only play one copy in the main deck and sideboard combined
It makes it a decent cantrip by fixing the hand in the starting turns of the game, and later can be an enabler for combos in an Archlight Phoenix Jeskai deck or in an Esper Reanimator list
