The combination of coloured Mana used to pay to cast a Commander card dictates what colour of cards can be included in a Commander deck
While you control it, cards that are "decorated" (which the card uses to refer to cards with "premium" foil, alternate art or frames, and promo cards) have a miracle cost of one snow mana (which means that you can play the card for one snow mana if it's the first card you drew that turn)
I think this largely comes down to the fact that blue and green rely less on refill draw, and can get by with topping up easily and cheaply as a game progresses
