Weaver of Lightnings triggered ability resolves before the spell that caused it to trigger, but after targets for that spell have been chosen
I wouldnt try and argue that powerful Magic is less fun, but the new format should leave room for cards to be powerful in different ways than just must-kill threat that trades favorably with removal

Well, due to changes in the metagame (and rotation), Charizard ex has switched to a Noctowl [Stellar Crown] engine to search out whatever it needs, and dont worry, Pidgeot ex [Obsidian Flames] is still included in here too
You can identify what rotation an expansion is in by the regulation mark found in the bottom left corner of the card
It's a junk rare nowadays, but it's still one of my favorites
